You have an admission letter and are ready to book a flight, but you still have ten tabs open about visas, registration, and residence. It is tempting to assume that the university will sort everything out after you land. Some universities do help, but you should not leave your legal stay to the last minute.

Treat the move as three separate tasks: permission to enter Azerbaijan, registration at your address, and a legal basis for staying during your studies. Visa-free entry or an electronic visa lets you cross the border. It does not replace address registration or temporary residence.

Before you buy a ticket

Check the entry rule for your citizenship and passport type. Russian citizens can enter without a visa within the permitted period. Nationals of eligible countries can apply for an ASAN electronic visa, while others need to contact an Azerbaijani embassy or consulate. An e-visa is not available to everyone and normally permits a stay of up to 30 days.

Ask the university to answer four questions in writing:

  1. Is your admission final, and when must you appear in person?
  2. Which document will the university issue for a temporary-residence application?
  3. Does the university help with address registration and migration paperwork?
  4. Which originals, translations, certifications, and photographs should you bring?

Do not rely on a generic checklist from a blog or applicant chat. One university may need a document before arrival, while another issues it after in-person enrolment. Keep the university's answers and follow up if anything is unclear.

Keep these documents in your hand luggage

  • your passport and copies of the identity pages;
  • your admission letter or official invitation;
  • the address of your first accommodation and the host's contact details;
  • diploma, school certificate, and transcripts in the form confirmed by the university;
  • medical documents listed in your individual requirements;
  • photographs and secure digital copies of the main documents;
  • proof of payment if the university required a deposit before arrival.

Do not put the only copy of an important document in checked luggage. Keep secure backups, but do not send passport or medical records to an unknown intermediary.

Your first 15 days in Azerbaijan

If you will stay in Azerbaijan for more than 15 days, you must register at your place of stay within 15 days of arrival. The official threshold for citizens of Kazakhstan is 30 days. Registration is free.

A hotel usually handles registration as the receiving party. If you rent a flat, agree with the owner in advance who will submit the information and when. Ask for confirmation that the registration has been accepted.

If you move, you normally have five working days to register at the new address. This often affects students who spend their first week in a hotel and then move into a flat or dormitory.

When to start the temporary-residence process

Full-time study at a university or technical school can provide a legal basis for temporary residence. Admission alone does not extend your permitted stay. The State Migration Service requires applicants to apply at least 30 days before their current legal stay or residence period expires.

During your first working days at the university, find the office responsible for international students. Ask for its document list and compare it with the current official checklist from the Migration Service.

A practical timeline

  • before booking: confirm your entry rule and final admission;
  • before departure: collect originals and written answers from the university;
  • after arrival: confirm your address and complete registration on time;
  • during the first days of study: obtain proof of full-time enrolment;
  • at least 30 days before your permitted stay ends: apply for temporary residence if required.
